Well, that doesn't matter. The significance of the picture above is that, it is a proof that North Borneo (now is known as Sabah) was declared independent by the British government on the 31st of August 1963. 

Tun Fuad Stephens (Donald Aloysius Marmaduke) established United National Kadazan Organization (UNKO), and together with Tun Mustapha, who established United Sabah National Organization (USNO) achieved the independence of North Borneo (Sabah) on the 31st of August 1963. 

The independence of North Borneo (Sabah) was achieved 16 days before the formation of Malaysia on the 16th of September 1963.
